Community Climate Action Programme (CCAP) Opens Call for Applications

Launching Cork County Council’s Community Climate Action Programme (CCAP), which provides targeted funding for community groups to deliver local community climate action, were Cllr. Frank O’Flynn, Mayor of the County of Cork, Loraine Lynch, Divisional Manager, Cork County Council, and Louis Duffy, Director of Services for Environment, Cork County Council.

Cork County Council’s Community Climate Action Programme (CCAP) designed to provide targeted funding for community groups through a competitive application process and deliver community climate action.

In partnership with Cork County Council, the Community Climate Action Programme (CCAP) aims to support and empower communities in shaping and building low carbon, sustainable communities which will contribute to national climate and energy targets. The programme is divided into two separate strands, Strand 1 and Strand 1a.

Strand 1 of the CCAP will provide funding to community organisations within Cork County to deliver a local climate action project/initiative. Eligible community organisations can apply for up to 100% funding across three categories: 

Small scale projects: less than €20,000
Medium scale projects: €20,000 to €50,000
Large scale projects: €51,000 to €100,000

Please note: Cork County Council has received a total allocation of €1,241,000 to deliver Strand 1 of the Community Climate Action Programme (CCAP). Approximately 10% of this fund will be allocated to small scale projects (€124,000), approximately 40% will be allocated to medium scale projects (€496,000) and approximately 50% will be allocated to large scale projects (€621,000). These final figures are subject to change. 

Proposed projects should address one or more of the following five themes under home/energy, travel, food and waste, shopping and recycling, and local climate and environmental action.

Additionally, under Strand 1a of the CCAP, community organisations can propose a cross-border project in partnership with organisations in Northern Ireland. These projects must address the same five themes as Strand 1 and must have a clear North/South basis, with a cross-border partnership approach and impact.

The Community Climate Action Programme (CCAP) forms an important aspect of Cork County Council’s approach to local community climate action and aims to support the objectives and actions of the Council’s draft Climate Action Plan 2024-2029.


Speaking at the launch of the Community Climate Action Programme (CCAP), the Mayor of the County of Cork, Cllr. Frank O’Flynn said, 

Climate change is one of the most significant challenges impacting our local communities in Cork County. The Community Climate Action Programme (CCAP) is an exciting funding programme which will empower our communities to address climate change and deliver meaningful change at a local level. I would encourage our active community organisations to consider developing a proposal and making an application to the CCAP before the deadline of Wednesday 6th March 2024.

Chief Executive of Cork County Council, Valerie O'Sullivan, echoed the sentiments adding, 

Climate action is a key strategic priority for Cork County Council, and the launch of the Community Climate Action Programme (CCAP) is an important and positive step in delivering our key objectives. In combination with the recent publication of our draft Climate Action Plan 2024-2029, the CCAP signifies a strong example of Cork County Council’s commitment to supporting community climate action and enabling our transition to a low carbon and climate resilient County. Cork County Council has been allocated €1.2 million euro by the Department of Environment, Climate and Communications to deliver the CCAP, and I hope that our local community groups consider making an application in advance of the deadline. 

Applications for Strand 1 and Strand 1a of the Community Climate Action Programme (CCAP) open on Wednesday 13th December 2023 for a period of 12 weeks, with a closing date of Wednesday 6th March 2024.

Glaoch ar Iarratais a Oscailt do Chlár Pobail um Ghníomhú ar son na hAeráide

Tá Clár Pobail um Ghníomhú ar son na hAeráide Chomhairle Contae Chorcaí deartha chun maoiniú spriocdhírithe a chur ar fáil do ghrúpaí pobail trí phróiseas iarratais iomaíoch agus gníomhú ar son na haeráide a chur ar fáil.

I gcomhar le Comhairle Contae Chorcaí, tá sé mar aidhm ag an gClár Pobail um Ghníomhú ar son na hAeráide tacú le pobail agus iad a chumasú chun pobail inbhuanaithe, ar ísealcharbóin a thógáil agus a mhúnlú a chuirfidh le spriocanna aeráide agus fuinnimh náisiúnta. Tá an clár roinnte in dhá shraith. Sraith 1 agus Sraith 1a.

Cuirfidh Sraith 1 den CCAP maoiniú ar fáil d’eagraíochtaí pobail laistigh de Chontae Chorcaí chun tionscadal/tionscnamh um ghníomhú ar son na haeráide áitiúil a chur ar fáil. Is féidir eagraíochtaí pobail incháilithe iarratas a dhéanamh ar mhaoiniú 100% sna trí chatagóir:

Tionscadail ar scála beag: níos lú ná €20,000
Tionscadail ar scála meánach: €20,000 go €50,000
Tionscadail ar scála mór: €51,000 go €100,000

Tabhair faoi deara: Tá leithdháileadh iomlán de €1,241,000 faighte ag Comhairle Contae Chorcaí chun Sraith 1 den Chlár Pobail um Ghníomhú ar son na hAeráide (CCAP) a sheachadadh. Leithdháilfear tuairim is 10% den chiste seo ar thionscadail ar mhionscála (€124,000), leithdháilfear thart ar 40% ar thionscadail mheánscála (€496,000) agus leithdháilfear thart ar 50% ar thionscadail mhórscála (€621,000). D’fhéadfadh athrú teacht ar na figiúirí deiridh sin.

Ba chóir do thionscadail bheartaithe díriú ar cheann nó níos mó de na cúig théamaí seo a leanas faoi theach (pobal)/fuinneamh, taisteal, bia agus dramhaíl, siopadóireacht agus athchúrsáil, agus gníomhú ar son na haeráide agus an chomhshaoil áitiúil.

Ina theannta sin, faoi Shraith 1a den CCAP, is féidir le heagraíochtaí pobail tionscadal tras-teorainn a mholadh i gcomhar le heagraíochtaí i dTuaisceart Éireann.  Ní mór do na tionscadail seo dul i ngleic leis na cúig théama chéanna le Sraith 1 agus ní mór go mbeadh bunús Thuaidh/Theas soiléir ann, le cur chuige agus tionchar comhpháirtíochta tras-teorainn i gceist.

Tá an Clár Pobail um Ghníomhú ar son na hAeráide mar ghné thábhachtach de chur chuige Chomhairle Contae Chorcaí do ghníomhú ar son na haeráide áitiúil agus tá sé mar aidhm tacú leis na cuspóirí agus na gníomhaíochtaí a bhaineann le Dréachtphlean um Ghníomhú ar son na hAeráide 2024-2029.

Agus é ag labhairt ag seoladh an Chláir Phobail um Ghníomhú ar son na hAeráide, bhí an méid seo le rá ag Méara Chontae Chorcaí, an Clr Frank O’Flynn, 

Tá athrú aeráide ar cheann de na dúshláin is mó a bhfuil tionchar aige ar phobail áitiúla i gContae Chorcaí. Is clár maoinithe corraitheach é an Clár Pobail um Ghníomhú ar son na hAeráide a chuirfidh ar chumas ár bpobal dul i ngleic le hathrú aeráide agus athrú lánbhrí a chur ar fáil ar leibhéal áitiúil. Ba mhaith liom ár n-eagraíochtaí pobail gníomhacha a spreagadh moladh a fhorbairt agus iarratas a dhéanamh do CCAP roimh an spriocdháta Dé Céadaoin, an 6 Márta 2024.

Luaigh Príomhfheidhmeannach Chomhairle Contae Chorcaí, Valerie O’Sullivan, na ráitis chéanna agus luaigh sí an méid seo freisin, 

Tá athrú aeráide mar phríomhthosaíocht do Chomhairle Contae Chorcaí, agus tá an Clár Pobail um Ghníomhú ar son na hAeráide a sheoladh mar chéim thábhachtach agus dhearfach chun ár bpríomhchuspóirí a chur ar fáil. I gcomhar leis an bhfoilseachán is déanaí dár nDréachtphlean um Ghníomhú ar son na hAeráide 2024-2029, léirítear le CCAP sampla láidir de thiomantas Chomhairle Contae Chorcaí tacú le gníomhú ar son na haeráide pobail agus a chur ar ár gcumas maidir lenár n-aistriú go Contae ar ísealcharbóin agus seasmhach ó thaobh na haeráide. Tá €1.2 milliún euro leithdháilte ar Chomhairle Contae Chorcaí ag an Roinn Comhshaoil, Aeráide agus Cumarsáide chun CCAP a chur ar fáil, agus tá súil agam go ndéanfaidh ár ngrúpaí pobail áitiúla iarratas roimh an spriocdháta.

Beidh iarratais ar Shraith 1 agus Sraith 1a den Chlár Pobail um Ghníomhú ar son na hAeráide ar oscailt ar an gCéadaoin, an 13 Nollaig 2023 ar feadh tréimhse 12 seachtaine, le spriocdháta den Chéadaoin, an 6 Márta 2024. 
Tá breis sonraí faoi incháilitheacht, riachtanais agus an próiseas iarratais ar fáil anseo.
