Expressions of Interest Sought from Cork County Communities for Recognition Fund (Bilingual)

Cork County Council is seeking Expressions of Interest from communities under the recently announced Cork County Community Recognition Fund 2023. The fund is intended to support the development of community infrastructure and facilities in recognition of the contribution of communities in hosting new arrivals in response to the Ukraine crisis. 

The Community Recognition Fund was established by the Minister for Rural and Community Development, Heather Humphreys TD and is funded by the Government of Ireland as part of the “Our Rural Future” strategy. The fund has been allocated to Local Authorities based on the numbers of new arrivals located in each county, with Cork County Council receiving an allocation of €2,307,035.

The funding is to be targeted at those communities, villages, and towns where the highest levels of new arrivals are located. In Cork County, areas will include Bandon, Bantry, Buttevant, Clonakilty, Glengarriff, Glantane, Kanturk, Kinsale, Macroom, Mallow, Midleton, Millstreet, Rosscarbery, Sherkin Island, Whitegate and Youghal.

Projects to be funded will be capital in nature, deliver tangible benefits for the communities in which they are located and will be capable of being delivered over the course of 2023 and 2024. Eligible projects may receive funding for capital costs, but not for any ongoing operational or running costs. 

The type of projects eligible for funding include:

  • Development, enhancement or refurbishment of community or cultural facilities including play areas, walkways, parks, community/sensory gardens including communication boards, allotments, and recreational areas
  • Development, enhancement or refurbishment of local club and sports facilities including facilities such as community swimming pools, changing rooms, toilets, digital aids such as score or information boards etc.
  • Enhancement to school/parish facilities which are open to use by all of the community after school hours
  • Purchase of equipment for local clubs, festivals, community events and organisations e.g. music, arts, or sports equipment
  • Transport infrastructure such as the purchase of community vehicles, bus shelters and attendant information boards
  • Purchase and refurbishment of buildings and/or the purchase of land for the development of community facilities such as play areas/ MUGAs or town parks/ community gardens, recreational areas etc. for community use where a clear need is identified.

Welcoming the initiative, Mayor of the County of Cork, Cllr Danny Collins commented,

 

Communities from across Cork County have warmly welcomed new arrivals into their communities. It gives me great pleasure as Mayor to lead the Cork County Ukraine Response Forum which comprises a multi-agency approach in planning and coordinating the response. I would urge communities that have welcomed large numbers of new arrivals to avail of this capital funding to develop and enhance their local amenities, this might include everything from the refurbishment of community facilities to the enhancement of parks, playgrounds, and recreational areas.

Chief Executive of Cork County Council, Tim Lucey, added,

The Community Recognition Fund is a significant investment by Government in supporting and recognising the invaluable role played by communities in welcoming and receiving significant numbers of arrivals from Ukraine and other countries. Cork County has embraced the challenge of providing accommodation and support services and this is testament to the collaboration across all bodies – public and private – as well as community and voluntary groups.

The fund will be targeted at and specifically invested in those communities where the highest level of new arrivals are located and where there is a clear need for investment identified”.

Expression of Interest (EOI) will be accepted online via Cork County Council’s web portal, by clicking the button below. Completed EOI forms should be submitted online by 5:00 pm on Friday, 3rd March 2023.

Léirithe Spéise á lorg ó Phobail Chontae Chorcaí do Chiste Aitheantais

Tá Comhairle Contae Chorcaí ag lorg Léirithe Spéise ó phobail faoin gCiste Aitheantais Pobail Chontae Chorcaí 2023 a fógraíodh le déanaí. Tá an ciste beartaithe  tacú le bonneagar agus saoráidí pobail a fhorbairt mar aitheantas do phobail a bhfuil daoine nua atá tar éis teacht á n-óstáil acu de bharr na géarchéime san Úcráin.

Bhunaigh an tAire Forbartha Tuaithe agus Pobail, Heather Humphreys TD an Ciste Aitheantais Pobail agus tá sé maoinithe ag Rialtas na hÉireann mar chuid den straitéis “Ár dTodhchaí Tuaithe”. Tá an ciste leithdháilte ar Údaráis Áitiúla bunaithe ar líon na ndaoine  nua-tagtha atá lonnaithe i ngach contae, agus mar sin fuair Comhairle Contae Chorcaí leithdháileadh de €2,307,035.

Díreofar an maoiniú ar na pobail, na sráidbhailte agus na bailte sin ina bhfuil na leibhéil is airde daoine  nua-tagtha lonnaithe. I gContae Chorcaí, beidh Droichead na Bandan, Beanntraí, Cill na Mallach, Cloich na Coillte, An Gleann Garbh, An Gleanntán, Ceann Toirc, Cionn tSáile, Maigh Chromtha, Mala, Mainistir na Corann, Sráid an Mhuilinn, Ros Ó gCairbre, Inis Arcáin, An Geata Bán agus Eochaill.

Is éard a bheidh i gceist le tionscadail a bheidh le maoiniú ná cinn de chineál caipitil , soláthróidh siad tairbhí inláimhsithe do na pobail ina bhfuil siad lonnaithe agus beifear in ann iad a sheachadadh le linn 2023 agus 2024.

Féadfaidh tionscadail incháilithe maoiniú a fháil le haghaidh costais chaipitil, ach ní le haghaidh aon chostais oibriúcháin leanúnacha nó costais reatha.

I measc na gcineálacha tionscadal atá incháilithe do mhaoiniú tá:

  • Áiseanna pobail nó cultúrtha a fhorbairt, a fheabhsú nó a athchóiriú lena n-áirítear áiteanna súgartha, siúlbhealaí, páirceanna, gairdíní pobail/céadfach lena n-áirítear cláir chumarsáide, cuibhrinn, agus limistéir áineasa.
  • Forbairt, feabhsú nó athchóiriú ar chlub áitiúil agus ar áiseanna spóirt lena n-áirítear áiseanna ar nós linnte snámha pobail, seomraí feistis, leithris, áiseanna digiteacha mar scórchlár nó cláir fhaisnéise srl.
  • Feabhsú ar áiseanna scoile/pharóiste atá ar oscailt le húsáid ag an bpobal ar fad tar éis uaireanta scoile
  • Trealamh a cheannach le haghaidh clubanna áitiúla, féilte, imeachtaí pobail agus eagraíochtaí m.sh. trealamh ceoil, ealaíon nó spóirt
  • Bonneagar iompair ar nós feithiclí pobail a cheannach, scáthláin bhus agus cláir fhaisnéise freastalaithe
  • Foirgnimh a cheannach agus a athchóiriú agus/nó talamh a cheannach chun áiseanna pobail a fhorbairt mar áiteanna súgartha / limistéar ilúsáide cluichí (MUGA) nó páirceanna baile / gairdíní pobail, limistéir áineasa srl. le haghaidh úsáid an phobail nuair a aithnítear riachtanas soiléir.

Ag fáiltiú roimh an tionscnamh, dúirt Méara Chontae Chorcaí, an Comhairleoir Danny Collins,

Tá fáilte curtha ag pobail ar fud Chontae Chorcaí roimh dhaoine nua a thagann isteach ina bpobail. Cuireann sé an-áthas orm mar Mhéara a bheith i gceannas ar Fhóram Freagartha na hÚcráine do Chontae Chorcaí,  a chuimsíonn cur chuige ilghníomhaireachta maidir leis an bhfreagra a phleanáil agus a chomhordú. Mholfainn do phobail a chuir fáilte roimh líon mór daoine nua-tagtha leas a bhaint as an maoiniú caipitil seo chun a n-áiseanna áitiúla a fhorbairt agus a fheabhsú. D’fhéadfadh go n-áireofaí leis seo gach rud ó athchóiriú áiseanna pobail go feabhsú páirceanna, clóis súgartha agus limistéir áineasa.

Is infheistíocht shuntasach é an Ciste Aitheantais Pobail ón Rialtas le haidhm tacú leis an ról fíorluachmhar a ghabhann pobail agus iad ag fáiltiú roimh líon suntasach daoine a thagann ón Úcráin agus ó thíortha eile,  agus é sin a aithint. Ghlac Contae Chorcaí leis an dúshlán a bhaineann le cóiríocht agus seirbhísí tacaíochta a sholáthar agus is teist é seo ar an gcomhoibriú ar fud na gcomhlachtaí go léir – poiblí agus príobháideach – chomh maith le grúpaí pobail agus deonacha. Díreofar an ciste ar na pobail sin ina bhfuil an leibhéal is airde daoine nua-tagtha lonnaithe agus ina bhfuil gá soiléir le hinfheistíocht aitheanta agus déanfar infheistíocht shonrach orthu.
