Part XAB - Proposed - Passage West Pedestrian and Cycle Route, Passage West, Co. Cork
NOTICE PURSUANT TO: PLANNING AND DEVELOPMENT ACT, 2000 (as amended) – Part XAB, SECTION 177AE and PLANNING & DEVELOPMENT REGULATIONS 2001(as amended)
Notice is hereby given, pursuant to the provisions of Part XAB, Section 177AE of the Planning & Development Act 2000 (as amended), that the Roads and Transportation Directorate of Cork County Council is applying to An Bord Pleanála (“the Board”) to undertake the following development:
Passage West Pedestrian and Cycle Route, Passage West, Co. Cork.
Location:
From the County/City boundary along the R610 to Mariner’s Quay, Passage West, in the townlands of Ardmore and Pembroke, Co. Cork.
Nature and extent of proposed development
The scheme involves the upgrade of an existing 2km long, pedestrian and cycle route adjacent to the R610, from the Cork County/City boundary to Mariner’s Quay, Passage West and includes the following:
- Upgrading 2 KM of existing 2.5m wide pedestrian and cycle path to an approximate 4m wide pedestrian and cycle path.
- Alterations to existing opening to stone masonry wall at Passage West Maritime Museum.
- Repair to existing steps, next to slipway at Passage West.
- New ducting and LED lighting.
- Planting of new native Irish trees to compensate for some tree felling along the route at a ratio of 3:1, including the planting of new native Irish hedgerows.
- Upgrading of existing paths at the tie in points at Robert’s Bridge Car Park.
- Ancillary and amenity elements including fencing, signage, shared pedestrian and cycle track markings, information boards, bike racks, picnic tables and benches.
- All associated site development and landscaping.
A Natura Impact Statement has been prepared in respect of the proposed development.
An Bord Pleanála may give approval to the application for development with or without conditions or may refuse the application for development.
Please note the above measures are shown graphically on the scheme drawings. An Appropriate Assessment Screening Report, Ecological Impact Assessment Report, and an Environmental Impact Assessment Screening Report, also form part of this application.
Plans and particulars of the proposed development are available for inspection and/ or purchase for a fee of €15 per set from 20th November 2024 until 15th January 2025 between the hours of 09:00 to 16:00 on each working day during which the said offices are opened for the transaction of business at the following venues/locations:

- Carrigaline Municipal District Office, Church Road, Carrigaline Middle, Carrigaline, Co. Cork P43 E281.
- The offices of An Bord Pleanála, 64 Marlborough Street, Dublin 1.
Submissions and observations
Submissions and observations may be made in writing to An Bord Pleanála, 64 Marlbourough Street, Dublin, D01 V902 on or before 5.30pm Wednesday 15th January 2025 in relation to:
- The implications of the proposed development for proper planning and sustainable development in the area concerned;
- The likely effects on the environment of the proposed development, and
- The likely significant effects of the proposed development on a European Site, if carried out.
A person may question the validity of any such decision by An Bord Pleanála by way of an application for judicial review under Order 84 of the Rules of the Superior Courts (S.I. No. 15 of 1986) in accordance with section 50 of the Planning and Development Act, 2000 as amended.
